Parliamentary Career: Member of Bombay Legislative Assembly,1957-60. Member of Gujarat Legislative Assembly since 1960. Deputy Minister for Revenue, Home, Forests, Law, Judiciary, Planning and Accommodation in Government of Gujarat during 1962-67. Revenue Minister in the Government of  Gujarat, 1972-73. Leader of the Opposition in the Gujarat Legislative Assembly during 1975-76 and 1977-80. Chief Minister of Gujarat State from December 1976 to April 1977. After the general elections held in 1980, he became the Chief Minister of Gujarat for the second time and this was the first Ministry which completed its full term of five years since inception of the Gujarat State. After the general elections held in 1985, he became the Chief Minister of Gujarat for the third time. As a  Member of the Council of Ministers of Gujarat he has held various portfolios of Revenue. Home, Industry, Finance. Planning, General Administration, Forests, Environment, Co-operation, Urban Development etc. at different times, He had remained the Chief Minister of Gujarat till 5th July 1985.

He was a C.M. of Gujarat from  24-12-1976 to 10-4-1977, 7-6-1980 to 16-7-1985 and than further he was became Chief Minister from  10-12-1989 to 4-3-1990.

Other Activities: Started  career as a journalist. Served for some time as a Publicity Officer of Amdavad Municipal Corporation. As an M.L.A., rendered service as Chairman of (1) Inquiry committee appointed to inquire into the affairs of  Co-operative Farming Societies in Gujarat (2) Committee appointed to prepare the Draft Town Planning Act. He was also Member of the comittee to amend the Land Revenue Code.  He has also rendered service as a Member of (1) the committee of experts appointed for implementation of Legal Aid Scheme under the Chairmanship of the Chief Justice of Gujarat High Court (2) the committee on implementation of the Kotar Reclamation Scheme and (3) Gujarat State Fisheries Board, Vice- President, Gujarat State Prakruti Mandal for last twenty years. He was Member of (1) Advisory Committee of the India Branch of the F.A.O. of the United Nations Organisation and (2) the senate and the syndicate of the Sardar Patel University. He was thrice President of  Gujarat Pradesh Congress Committee. He was also Member of the Working Committee of the All India Congress Committee.

Hobby: Books, Arts and Music, History and Architecture, tours, cultural activities and Observation of Nature.

Travels Abroad: Visited the united kingdom in 1973. Attended the Commonwealth Parliamentary Conference held in London as a delegate of Gujarat Branch of C.P.A. and  also visited some countries of Europe at that time. Visited England & U.S.A. in 1978. He had visited Japan in 1981 to study the small Industries and medium level Industries thereof. He had also attended the Indian Industrial Fair held at Moscow in August 1984 and at that time he had widely travelled in the U.S.S.R.
