Parliamentary Career: Member of the Third, Fourth and Sixth Gujarat Legislative Assemblies (1967-71, 1972-74 and 1980-85). Minister for Sports,Transport and Cultural Activities in Gujarat Government during the Third Gujarat Legislative Assembly (1967-71). He was Minister for  Industries,Mines and Power during 1972-73 and he was also Chief Minister of Gujarat State from 18th July 1973 to 9th February 1974 and 4 March 1990 to  17 Feb.1994 Leader of the opposition, Gujarat Legislative Assembly since March 1985.

Other Activities: Elected Secretary of Gujarat Students’ Congress in 1949. Elected first President of Students’ Union, M.S. University of  Baroda in 1950-51 Joined Gujarat Vidyapeeth, Amdavad in 1953-54 as Lecturer in Economics, Secretary of Gujarat Pradesh Yuvak Congress, 1954-60 and thereafter Secretary of Gujarat Pradesh Congress Committee till 1967. Professor of Economics, L.D. Arts College, 1954-55 and St. Xavier’s College,1955-60; Became Principal, Sardar Vallabhbhai Arts & Commerce College in 1960-61. Elected as Member of Gujarat University Senate in 1955 and Member of its Syndicate in 1962 and was an active Member of the Academic Council, Board of Studies and other committees of the University. Chairman, Indian Council of Social Welfare, 1977-81.

Literary Activities: Author of several books on Economics and Economic Problems of India.

Hobby: Reading, social service and youth activities.

Travels Abroad: China, U.S.S.R. and many European countries, U.S.A., Middle East and Far East countries and African countries.
