Member  of Fourth, Fifth and Sixth Gujarat Legislative Assemblies (1972-74, 1975-80 and  1980-85). Deputy Minister in the Government of Gujarat from 17-3-1972 to 16-7-1973; Minister for Social Welfare,Prohibition and Rural Housing from         17-7-1973 to 9-2-1974 and Minister for  Agriculture, Forests Prohibition and Social Welfare from 24-12-76 to 8-4-1977. Minister for Irrigation, Tribal Development and Forests from 1980 to 1985; Minister for Home, Prohibition and Excise, Education and Cultural activities from 18-3-1985 to 5-7-1985. He was the Chief Minister of Gujarat State from 6th July 1985 to 9th December 1989 and holds the portfolios of General Administration, Industries, Mines, Information, Tourism, Irrigation, Narmada Project, Home, Ports, etc.

At present he is leader of the opposition, Gujarat Legislative Assembly and President, Gujarat Pradesh Congress.

Other Activities: President, District Congress Committee, 1974-77; Secretary, Pradesh Congress Committee, President of (1) Bharat Scouts and Guides, Gujarat State and (2) Gujarat Branch of Friends of the Soviet Union,Vice President,All India Tribal Conference. Fellow of the all India Institute of Engineers.

Hobby: Sports and Reading.

Travels Abroad: America, France and Russia.
